An entrepreneur aspiring to set up an arms and/or ammunition manufacturing and/or proof-testing facility may obtain a licence by following the due procedure of the Arms Rules, 2016.

Institutions may acquire firearms and related ammunition to meet their defence requirements by obtaining the licence following the due procedure of the Arms Rules, 2016.

The Arms Act, 1959 and the Arms Rules, 2016 ensure that self-defence weapons are available for all citizens under licence unless their antecedents or propensities do not entitle them for the privilege. An individual may obtain a firearm licence by following the procedure specified under the Arms Rules, 2016.

The Arms Act, 1959 and the Arms Rules, 2016, aim to promote shooting sports in the country, by facilitating shooters in acquiring shooting firearms and related ammunition without any hassles and helping institutions in establishing and developing shooting ranges and acquiring firearms and ammunition for target practice. Licences required for acquiring firearms and related ammunition and establishing shooting ranges may be obtained by following the due procedure of the Arms Rules, 2016.

The Arms Act, 1959 and the Arms Rules, 2016, authorize an arms and ammunition dealer to carry on trade or business in arms and ammunition. A dealer’s licence may be obtained by following the due procedure of the Arms Rules, 2016.

NDAL - ALIS

National Database of Arms Licenses-Arms License Issuance System (NDAL-ALIS) is a portal developed by the Ministry of Home Affairs to facilitate entrepreneurs and industries applying for licenses related to manufacture of arms and ammunition and to facilitate individuals applying for arms licenses under Arms Act, 1959 and Arms Rules, 2016. This portal offers 29 services for the applicants. This facility provides impetus to the Make in India initiative of the Government of India by promoting ease of doing business.
